A Division Bench of the Gauhati High Court comprising Justice Songkhupuchung and Justice S. Hukato Swu has in the case of Rangro Herie v. State Of Nagaland & Others issued notice to the Government of Nagaland in a PIL praying for implementation of the National Blood Policy and the guidelines issued by the Ministry of Health Family Welfare in the district of Peren, Longleng, Kiphire, and Noklak.
The Bench ordered the learned Advocate General appearing for the State to file a reply within the next four weeks. The National blood Policy published by the Ministry of Health & Family welfare aims to ensure an easily accessible and adequate supply of safe and quality blood and blood components collected/procured from a voluntary non-remunerated regular blood donor in well-equipped premises, which is free from transfusion-transmitted infections and is stored and transported under optimum conditions.
The Objectives of the policy are:
1. To reiterate firmly the Govt. commitment to provide a safe and adequate quantity of blood, blood components, and blood products.
2. To make available adequate resources to develop and reorganize the blood transfusion services in the entire country.
3. To make the latest technology available for operating the blood transfusion services and ensure its functioning in an updated manner.
4. To launch extensive awareness programs for donor information, education, motivation, recruitment, and retention in order to ensure adequate availability of safe blood.
5. To encourage appropriate clinical use of blood and blood products. Therefore, The Court listed the petition after four weeks and instructed the Petitioner to take steps within 2 days so that notice may be sent through registered post with AD card attached.
