The article substantiates the umbrella nature of the conceptual model of public policy, which makes it possible to reveal its complex nature through interrelated and interdependent dimensions, such as information-discursive, activity-activist, managerial and spatial. The author shows that the umbrella concept of public policy makes it possible to reveal the complexity and multilevel nature of public processes and to integrate various dimensions presented by different theories of political science.

Public policy is a relatively young concept of political science, which arose in the middle of the twentieth century as a need to combine political theory with the public practice of modern nation states. Today, public policy is an umbrella concept that covers many dimensions of the political. At the same time, the theoretical boundaries of public policy issues are determined, on the one hand, by the interdisciplinary reflexive paradigm of the analysis of the formation of an openly developing society; on the other hand, by comprehending the content, organizational and technological transformations of the political and administrative systems of modern states. Such a plurality of dimensions of the concept of public policy requires from researchers not only the characteristics of each dimension, but also the establishment of interconnections and intersections that make up the system of coordinates of public policy.

The reflexive aspects of political reality, thanks to the efforts of several generations of Western and domestic researchers, are revealed through the ratio of two interdependent concepts - "public sphere" and "public policy".

In H. Arendt's concept, the public sphere considered in the context of the

statehood seems to be a fundamental aspect of human life,

the state is a product of public activity of people1. Universal

characteristics of the public sphere as a space in which activity is possible

a person in interaction with other subjects on the basis of generally valid norms and

values   highlighted by H. Arendt, became the starting theoretical thesis for

research on the interdependence and interdependence of the public sphere and

public policy.

Subsequently, the concept of the public sphere was developed by the German scientist J. Habermas. Based on the theoretical premises of H. Arendt, he considered the system-forming basis for the development of the public sphere not to universal generally valid values   and norms, but to the ability of people to form a political community or a political public, to take part in the discussion of issues that are significant for society. For J. Habermas, public space means “an area of   social life where matters of common interest can be discussed, where differences of opinion can be regulated by rational arguments, rather than appeals to established dogmas and customs” 2.

In contrast to H. Arendt's universal understanding of the public sphere, the scientist innovatively develops this concept based on the historical context of the evolution of the public sphere as an objective political reality formed on the basis of various discursive practices3. In his opinion, the public sphere has undergone (from the Middle Ages to the present) several structural transformations that significantly influenced its characteristics as a discursive space.

According to J. Habermas, the existence of various types of public spheres (polis, representative, critical, and consumer) leads to the conclusion that the public sphere exists within any historical type of statehood. Being a universal category, it allows you to assess the quality of the political process based on the characteristics of the information and communication space,
