The Division Bench of the Meghalaya High Court, comprising Chief Justice Sanjib Banerjee and Justice W. Diengdoh in the case of Philip Khrawbok Shati v. State of Meghalaya & ors has directed the State government to file an affidavit outlining the measures taken and proposed to be taken to alleviate traffic congestion in the capital city of Shillong.
The Court was informed by the State that parents of school-going children in the city had agreed to opt for their wards being ferried to schools by bus, provided the State government took the responsibility of running such service. Indeed, it was indicated that about 50 to 60 buses were being acquired for such purpose.
But the Court found that nothing seems to have been implemented in such regard. The State also informed the Court that there were other long-term and short-term plans which had been tentatively indicated, particularly following suggestions by the IIM Shillong and by a foreign agency apparently engaged by the State for such purpose, on which the Court observed that nothing appears to have come of it apart from a ropeway being planned, and that too, for tourism purposes.
Therefore, the Court directed the State Government to take more comprehensive and effective measures to address the problem and to file an affidavit is a step towards holding the government accountable for taking action to ease traffic congestion in the city.
