On Monday, taking up the issue of parking fees, the High Court of Telangana issued notices to State Govt departments asking them to explain within 4 weeks why commercial establishments were charging the public despite building permission & trade licence being given on the condition that free parking would be provided to visitors.
A bench of Chief Justice Satish Chandra Sharma and Justice Abhinand Kumar Shavili, which took up the cause as public interest litigation (PIL), issued notices to the municipal administration, town planning, disaster management, fire, police & labour departments while posting the case to Aug 2.
Last week, Justice Shavili & Justice A Abhishek Reddy, members of the High Court PIL committee, had directed the registry to convert the issue into a PIL after coming across instances of hefty parking fees in the city & elsewhere in the state.
The Judges referred to the judgment delivered by the composite Andhra Pradesh HC in May 2003 which had declared as illegal any collection of parking fees by commercial establishments.
“Leasing of parking space to contractors was also prohibited. But in reality, every commercial space is today occupied by contractors or leaseholders who are fleecing the public left, right, & centre,” the bench said while directing authorities to file their counters explaining steps taken to implement the 2003 judgment.
