The Advocate's Association on Saturday sent a letter via email to the Chief Justice Sanjay Karol over acute shortage of judges as well as increasing the strength of their sanction posts to 75 from 53 in Patna high court.
The association also urged Chief Justice Karol to start physical functioning of the high court, subordinate courts, tribunals and others across state preferably from this month after maintaining all necessary protocols, guidelines and precautions.
The letter was written by the association present cum senior counsel Yogesh Chandra Verma whose copies were also under process of being sent to the President of India, PM, Chief Justice of India, union and state government law minister.
He has expressed high hopes from CJI NV Ramana and newly expanded Narendra Modi’s union cabinet having 12 lawyers and a new law minister at helm for taking remedial measures for state judiciary grossly affected from Covid-19 pandemic.
“There is an acute shortage of judges in Patna high court as well as in subordinate courts. High court has a strength of 53 judges, presently only 19 are working,” Verma wrote.

He urged that matter be taken up by all concerned including the centre, state and Supreme Court for filling up all the existing post of the high court judges and even considered the matter relating to the total strength of judges of Patna high court to be 75 which is pending for many years.
Behind the demand for starting physical hearing, the association president cited reason that all of the HC judges, judicial officers, staff and majority of the lawyers have been vaccinated.
He also wrote that huge expenditure has been made for infrastructure and arrangements in high court and subordinate court for protection from infection. Verma also said courts virtually are in the category of essential services and their non-functioning amounts to depriving litigants’ right to access justice.
In the letter, he has once again highlighted the plight of lawyers most of whom have become financially crippled and are facing depression.
Verma welcomed video conferencing system of hearing but said it has discriminated and divided lawyers as well off and equipped are earning but majority are suffering. He also claimed in the letter that virtual mode has reduced case disposal.
