Prime Minister's Office
Hi !
Governor of Kerala, Arif Mohammad Khan ji, Governor of Karnataka Vajubhai Vala ji, Chief Minister of Kerala Mr. Pinarayi Vijayan ji, Chief Minister of Karnataka, B.R. s. Yeddyurappa ji, my colleague in the Union Cabinet Shri Dharmendra Pradhan ji, Pralhad Joshi ji, V. Muralidharan ji, MP Gana, MLA Gana, brothers and sisters,
It is an honor to dedicate the 450 kilometer Kochi-Mangaluru natural gas pipeline to the nation. This is an important day for India, specially for the people of Kerala and Karnataka. These two states are being connected by a Natural Gas pipeline. I congratulate to people of these states. Congratulations also to all stake-holders for taking steps to provide clean energy infrastructure. The pipeline will have a positive impact on the economic growth of these two states.
Colleagues,
The Kochi Mangaluru pipeline is a great example of this that if all work together, prioritizing development, no goal is impossible. The people associated with these projects know how difficult it was to complete in terms of engineering. There were other problems in the project. But this pipeline was completed with the cooperation of our workers, our geniors, our farmers and the state governments. It is just a pipeline to say, but it is going to have a huge role in speeding up the development of both the states. Why is the country putting so much emphasis on gas based economy today? Why is One Nation, One Gas Grid, working so fast? Why is rapid expansion of gas based economy so important for self-reliant India? He will only understand the advantages of this one pipeline.
First, this pipeline will increase Ease of Living for millions of people in both the states. Secondly, this pipeline will reduce the expenses of the poor, middle class and entrepreneurs of both the states. Thirdly, this pipeline will become a medium of the City Gas Distribution System in many cities. Fourth, these pipelines will form the basis for developing CNG-based transport systems in many cities. Fifth- This pipeline will provide energy to Mangalore Chemical and Fertilizer Plant, help in making manure at low cost, will help the farmer. Sixth- This pipeline will provide energy to Mangalore Refinery and Petrochemicals, giving them clean fuel. Seventh- This pipeline will play a big role in reducing pollution in both the states. Eighth - Reducing pollution will have a direct impact on the environment, the emission of carbon di oxide will be less than this, it can be achieved only after planting millions of trees.
Colleagues,
The ninth benefit is that due to better environment, people's health will also be good, their expenditure on disease will also be reduced. Tenth- when the pollution will be less, the air will be cleaner, the city will have more tourists based on gas-based systems, the tourism sector will also benefit and colleagues, this pipeline has two more benefits which are very important to discuss. During the construction of this pipeline, employment of 12 lakh Man Days has been generated. Even after the commencement of the pipeline, a new ecology of employment and self-employment will develop very fast in Kerala and Karnataka. Be it fertilizer industry, petrochemical industry, electricity industry, every industry will take advantage of it and employment opportunities will be created.
Colleagues,
Another major benefit of this pipeline will be the entire country. When this pipeline starts functioning at full capacity, it will also save the country from spending thousands of crores of foreign exchange. These efforts will also help us in the seriousness in which India is working towards the goals of Cop-21.
Colleagues, ;
Experts from all over the world say that in the 21st century, the country which will put maximum emphasis on its connectivity and clean energy, will work fast, it will reach new heights rapidly. Whichever front you see today, highway connectivity, railway connectivity, metro connectivity, air connectivity, water connectivity, digital connectivity, or gas connectivity, the work that is happening in India right now has never happened in all areas simultaneously. As an Indian, it is a privilege for all of us that we are seeing this with our own eyes, we are all part of this new movement of development.
brothers and sisters,
The speed at which India went on in the last century has its own reasons. I do not want to go into detail. But it is so certain that today's young India, impatient India to dominate the world, can no longer walk slowly. That is why the country has also increased the speed and Scale in the past years, as well as the scope.
Colleagues,
A good quality of India's new generation is that it examines things based on facts. And his success also analyzes failure in comparison. And accepts everything on the basis of logic and fact. Many arguments and facts are also important in the work that is currently being done on the Gas Based Economy in India.
Colleagues,
The first interstate natural gas pipeline in our country was commissioned in 1987. After this, by the year 2014, i.e. in 27 years, 15 thousand kilometers of natural gas pipeline was built in India. Today, work is underway on more than 16 thousand kilometers of new gas pipeline across the country, East-West-North-South. This work is going to be completed in next 4-6 years. As you can imagine, we are aiming to do more work in half the time than we did in 27 years.
Colleagues,
Similarly, another example is CNG station. The first CNG station in our country started around 1992. As of 2014, in 22 years, the number of CNG stations in our country was not more than 900. Whereas around 1500 new CNG stations have started in the last 6 years. Now the government is working on this goal to increase the number of CNG stations across the country to 10,000. The pipeline that has just been commissioned will also help to open 700 CNG stations in several cities of Kerala and Karnataka.
Colleagues,
Another interesting figure is that of PNG connections, the gas that is delivered from pipes in the kitchen. As of 2014, there were only 2.5 million PNG connections in our country. Today, gas is reaching the kitchens of more than 72 lakh households in the country. 21 lakh more newcomers from the Kochi-Mangalore pipeline will be able to take advantage of the PNG facility. Brothers and sisters, we all know what the situation of LPG coverage has been in India for a long time. Till 2014, where 14 million LPG connections were all over the country, in the last 6 years, more new connections have been given. With the scheme like Ujjwala scheme, cooking gas has reached the homes of more than 8 crore poor families of the country, as well as the infrastructure related to LPG has also strengthened throughout the country. Friends, this was a major reason that there was never a shortage of LPG in the country during the Corona period. We were able to provide 12 million free cylinders to the poorest of the poor in those difficult times.
Colleagues,
These efforts of the government, so many.
The work being done has another effect. It cannot be discussed as much. Remember how long we used to put long lines on kerosene. State governments used to write letters to the Government of India, to increase the quota of kerosene. There was always tension between the center and the state for delivery of kerosene. Today, when gas is being easily available for the kitchen, gas is reaching the kitchen easily, then the shortage of kerosene has also reduced. Today, many states and union territories of the country have declared themselves kerosene free.
Friends,
Our government believes in an integrated approach for energy planning. Our energy agenda is all-inclusive. Since 2014 we have brought in various reforms across the Oil and Gas sector. These reforms cover exploration and production, natural gas, marketing and distribution. We plan to achieve 'One Nation One Gas Grid.' We also want to shift to a gas-based economy. The use of natural gas has several environmental benefits. The government is taking policy initiatives to increase the share of natural gas in India's energy basket from 6 percent to 15 percent. Crores of rupees would be invested in the oil and gas sector in this decade itself. Dedication of this Kochi-Mangaluru natural gas pipeline of GAIL is part of our journey to move towards One Nation One Gas Grid. Clean energy is important for a better future. This pipeline will help improve clean energy access. Our government is also making many efforts in other sectors. Take for example the Swachh Bharat movement, the efforts to increase LED bulbs or electric mobility.
Colleagues,
Today, the effort is to prepare the country for future needs, future energy Needs from today itself. Therefore, on one side the focus is on natural gas in the country, on the other hand the country is also diversifying its energy resources. Recently, the work of world's largest renewable energy plant has started in Gujarat. Similarly, work on bio-fuels is going on at a large scale in the country today. Whether it is sugarcane or other agro products, serious work is being done on the manufacture of Ethanol. It is targeted to increase ethanol blending in petrol by 20 percent in the next 10 years. Not only this, the sector related to electric mobility is also being given a lot of encouragement. Our countrymen are working with full commitment to ensure that every citizen gets adequate, cheap, pollution-free fuel and electricity.
brothers and sisters,
The idea of balanced and fast development of the country is also clearly visible in the development of our coastal area. A Comprehensive Plan for the development of the Blue Economy is being worked out in every state of South India, be it Kerala, Karnataka Ho, South India. Blue Economy is going to be a huge source of self-sufficient India. Be it our ports, coastal roads, they are being connected by other means. We have a special focus on multimodal connectivity. Our coastal region is also being modeled for ease of living. Ease of Doing Business is also being done with the goal to be excellent.
brothers and sisters,
A large population settled on the sea shore belongs to our farmers, our fishermen companions. All these partners are not only dependent on maritime wealth, but are also very big patrons. Therefore, the safety and prosperity of the entire coastal eco-system is very important. Over the years, many meaningful steps have been taken for this. Fishermen need help for Deep Sea Fishing, create a separate Department of Fisheries, give a credit card to farmers related to fisheries business for cheap loans, this is also benefitting the common fisherman partner. A few months ago, a fisheries scheme of 20 thousand crore rupees has been started in the country. Its direct benefit is going to be given to lakhs of fishermen from Kerala and Karnataka. Today, in the export related to fish, we are moving fast, India is a quality processed sea food hub, every necessary step is also being taken. Seaweed demand is increasing in the world, India can play an important role in fulfilling it. The more encouragement to farmers for Sea Weed Farming, the faster we will move forward in this area.
We will work unitedly and determinedly, only then we will be able to achieve every national goal quickly. I once again congratulate and congratulate all the citizens of Kerala and Karnataka for the Kochi-Mangalore gas pipeline, to all the dignitaries associated with this work.
Thank you !
