Collector Mr. Singh issued order under Disaster Management Act

Under Section 26 (2) of the Disaster Management Act 2005, Collector and District Magistrate and ex-officio Chairman, District Disaster Management Authority, Shasibhushan Singh, have issued necessary orders while issuing orders. Under which all the migrants etc. are living in whatever place, their food and lodging arrangements have been asked by the respective Gram Panchayats in rural areas and the concerned urban bodies in urban areas. For these arrangements, the concerned bodies will be able to use their funds, Panch Parmeshwar's funds and ad hoc committee funds. Cooperation of social workers and donors will also be taken for this purpose. The Chief Municipality Officer and the Chief Executive Officer, Janpad Panchayat will be responsible for the above work and arrangements to the Municipal Commissioner Katni. Work will be done in village panchayats through sarpanch, secretary, anganwadi staff and village defense committee. The concerned subdivisional officers will discuss the revenue with the market secretary and the grain traders in their respective areas and arrange for dried grains. To date, people coming from outside have been mandated by the collector to keep quarantine following the standard protocol of the health department for a minimum period of 14 days. A large number of people coming from outside, who do not have accommodation to stay or are not allowed to stay in the accommodation according to the opinion of health department, for them to stay in the nearest government building, school, hostel etc. by setting up rehabilitation camp and eating Instructions have also been issued to make arrangements.
All types of employers, including industry and shops, business establishments, have been asked to make mandatory payment of their wages to their workers including the period of lockdown without any deduction till the due date. Such factory, company, shops or business establishments, where workers are working from outside, the owner of that establishment will be responsible for arranging their food etc. The responsibility of following these instructions has been entrusted to the Labor Officer, General Manager, District Industries Center, District Supply Controller, District Manager Civil Supplies Corporation and District Manager Markfed.
According to the order issued till April 30, 2020, no landlord will pressurize his tenants for rent nor will any landlord force workers and students to vacate their premises. If a landlord does so, then legal action will be taken against him under the provisions of the rules.
Instructions have been given by the collector to ensure the responsibility of the hostel superintendent and hostel operator responsible for food for children and students residing in all government or private hostels of the district. For this, Assistant Commissioner of Tribal Welfare Department will be responsible. Similarly, in the order issued by the Collector and District Magistrate, it has been clarified that the passengers traveling from outside the district and coming to the district who are traveling for personal reasons have been banned. There will be no restriction on essential goods and services outside and inside the district. Establishments of essential services will remain open as before and the permission given to vehicles and individuals for their work will be valid as before. Collector and District Magistrate Mr. Singh has directed all the concerned Sub Divisional Magistrates (Incident Commander) and Tehsildars to ensure compliance of the instructions issued at their respective section and tehsil level. In violation of these instructions, legal action will be taken against the person concerned under the provisions of sections 51 to 60 of the Disaster Management Act.
