The Rajya Sabha on Thursday took up discussion on Motion of Thanks to
President Ram Nath Kovind’s address to both the Houses of Parliament.
Participating in the discussion today, M. Thambidurai of AIADMK said,
the President’s address highlighted government’s achievements in the
health, infrastructure, Covid management and other areas. He lauded the
government’s efforts to effectively deal with the Covid-19 pandemic. He
also appreciated PM Ayushman Bharat Scheme launched to build up the
robust health infrastructure in the country. Birendra Prasad Baishya of
AGP appreciated the Covid-19 vaccination drive saying that more than 70
per cent of adult population has been administered doses of vaccines. He
said, the country has developed indigenous vaccines as well as other
equipment to fight against the pandemic within a short span of time.
Intervening in the discussion, Minority Affairs Minister Mukhtar Abbas
Naqvi said, the dignity of the Prime Minister’s post has been restored
after 2014 when Narendra Modi became the Prime Minister. He said, the
corruption and red tapism have been removed under this government. Mr.
Naqvi added that national security as well as border security has been
ensured by the government.
The Minister also talked about the abolition of Triple Talaq to provide
dignified life to Muslim women. AD Singh of RJD also took part in the
discussion raising the issue of violence against a particular community
in the country. Kamakhya Prasad Tasa of BJP said, ‘Sabka Prayas’ is
required to take the country forward. He raised the issue of extremism
in Assam saying that Congress was responsible for it. He said, Centre
has taken concrete steps for the development of the North East region
under the leadership of Prime Minister Narendra Modi. Ram Nath Thakur of
JD (U) demanded opening of bank branches in every Panchayat. He said,
the Centre should talk to the Government of Nepal to construct a high
dam to check the flood problem in Bihar. He also demanded a special
package for the State.
Participating in the discussion, Congress
member Ripun Bora said, rising inflation and unemployment were not
mentioned in the President’s address. He said, no roadmap was presented
to tackle these issues in the address. Questioning the disinvestment in
PSUs, he said, the present government has not created any PSUs during
its tenure, whereas 23 PSUs have been privatized. Criticizing the
government’s policies, Jawhar Sircar of Trinamool Congress said, Indian
economy has never seen such a bad phase as it is witnessing under the
present government. He said, the unemployment rate has continuously
increased in the country. Sasmit Patra of BJD raised the issue of
non-inclusion of six lakh houses of tribals of Odisha under the PM Awas
Yojana. He alleged that the Centre is adopting a partial approach
between the States. Dr. K. Keshav Rao of TRS also raised questions over
the federal policies of the Centre saying that federal structure is
under threat.
He also raised the issue of hate speech demanding special law to deal
with it. RS Bharati of DMK demanded 33 per cent reservation for women.
Digvijay Singh of Congress said the gap between the rich and poor class
has widened in recent years. Mr. Singh also talked about the
unemployment in the country. He alleged that the Centre is against the
farmers and poor of the country. Abdul Wahab of IUML and MP Ajit Kumar
Bhuyan also expressed their views on the President’s address among
others. The discussion remained inconclusive.
